2404_[3]  Declaration of Interest

Cllr Sebright declared a disclosable pecuniary or personal interest regarding planning application ref: 24/00972/FUL

2404_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Tuesday 12th March 2024 were confirmed as an accurate record and signed by Chairman.

REPORTS – To receive and note any reports

2404_[5] Chairman’s Report

A report was received from the Chairman regarding the village hall. The working group had concluded that the lobby would benefit from a new coat of paint and that the door handles and kick plates should be replaced with silver coloured fittings. The Kitchen splash back would benefit from renewal. Cllr Wilson offered to investigate paint removal options for the painted areas of the floor. Cllr Warden reported that he had contacted a decorator for a quotation. It was noted that a previous quotation had been shared by the Clerk with councillors as a guide price.

The Clerk was requested to obtain updated painting quotations and to source replacement fittings for the doors.

2404_[6] Clerk’s Report

  • The Clerk reported on attending the Bristol Airport meeting with local parish councils and had raised questions about the low use of public transport to the airport.
  • Noted: correspondence shared with council members listed in the appendix.

2404_[7] Meetings attended and Members Reports

  • There were no reports on members’ responsibilities or attendance of outside bodies.

2404_[8] Ward Councillor’s Report

  • Apologies for absence were received from BANES District Cllr David Wood

2404_[9] Village Hall and Open Spaces Reports

  • It was noted that the Chairman’s report covered village hall updates.
  • The replacement wooden bus shelter was reviewed. Cllr Wilson was asked to request an alternative quotation for a complete replacement of the bus shelter including repairs to the stone wall.

2404_[10] POLICIES FOR REVIEW

  • RESOLVED: Review and confirmation of the asset register for the previous and current years:
  • RESOLVED: Review and confirmation of insurance requirements, listed with the asset register. The council confirmed that the village hall should be covered for £850,000. It was noted that an approximate commercial rate of £1500 per m2 over 200m2 would be the very minimum cover and so the cover stated was acceptable.
  • RESOLVED: Renewal of Mower Insurance Policy. The Clerk was requested to pay for the renewal using the council credit card.
  • Noted: upcoming policy reviews in the Document Review Schedule

2404_[11] FINANCE

Payments and income – see appendix 2024-04 Finance Reports

  1. RESOLVED: payments to approve as listed in finance reports.
    • RESOLVED: Payment of mower insurance renewal by credit card

  3. RESOLVED: Bank reconciliation
  4. Noted: Year to date spend against budget. The council confirmed updates to the earmarked reserves for the end of March 2024, including £6000 to be taken from the general reserve and moved into earmarked reserves.

2404_[12] PLANNING APPLICATIONS

Cllr Sebright did not participate in this item of business ref: 24/00972/FUL
RESOLVED: Application Reference24/00972/FUL: The Parish Council neither support or object to this application. The Parish Council note that members of the public have raised concerns regarding the appearance and height of the proposed structure along with concerns raised about loss of off street parking spaces that may increase on street parking.

Proposal: Erection of single storey side extension

RESOLVED: Response to local plan options consultation:
The Parish Council recommend that community led planning of housing allocation is preferable. Proportional led allocation does not consider the right kind of housing for the right area or infrastructure and facilities or previous development in the area that falsely increases the population figures used to assign proportional allocation.
