Minutes of Parish Council Meeting: 8th November 2022, 7:30pm


Councillors Present: Sara Box (Vice Chairman), David Cottis, Stephen Marsh, Helen Neary, Philip Warden (Chairman) and Mark Wilson

Also Present: Philip Edwards (Clerk), David Wood (Ward Councillor) and seven members of the public


2211_[1] PUBLIC PARTICIPATION SESSION

  • Six members of the public made representation objecting to the planning application 22/03565/OUT.
  • District Councillor Wood gave a report on the planning application 22/03565/OUT.

2211_[2] APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors S Cass, J Elford and J Sebright.

2211_[3] DECLARATIONS OF INTEREST

There were no declarations of disclosable pecuniary or personal interests or dispensation requests.

2211_[4] CONFIRMATION OF MINUTES OF PREVIOUS MEETING

RESOLVED: The Parish Council meeting minutes of Tuesday 11th October 2022 were confirmed as an accurate record and signed by Chairman.

2211_[5] REPORTS

(a) Chairman’s Report

The Chairman reported on the successful crowdfunding campaign launch event and thanked Cllr Neary and all who helped organise the event, including Rachel Belton and Rosie for their help with the cake sale.

(b) Clerk’s Report

  1. A replacement battery for the second defibrillator has been delivered.
  2. Vistry Homes declined to proceed with a public consultation meeting to present their planning proposals.
  3. The hedges in the playing field and on part of playing field lane have been trimmed by the contractor.

(c) Members Reports

There were no additional member reports.

(d) Pump Track Report:

  1. The Clerk reported on the progress of the planning application for the pump track. The date for a decision is expected to take an extra 4 weeks. It was reported that the crowdfunding campaign had raised £2,654 with 63 supporters in 28 days.
  2. A review of a date for the pump track opening was deferred until planning permission and contractor dates could be confirmed.

2211_[6] FINANCE

(a) Payments and income – see appendix 2022-11 Finance Reports

  1. RESOLVED: The 22-23 NJC pay agreement was confirmed for the Clerk/VOs employment contracts from 04/22.
  2. RESOLVED: payments to approve as listed in the finance reports.
  3. Noted: payments and Income.
  4. Reviewed: Year-to-date spend vs budget.
  5. Reviewed: 2023/24 budget planning.

(b) Internal Auditor

RESOLVED: Acceptance of the quotation from the internal auditor covering 23/24, 24/25, 25/26.

2211_[7] PLANNING APPLICATIONS

2211_[8] CHRISTMAS TREE

The date for the Christmas tree lighting was confirmed as Sunday 11th at 4pm. David Wood has liaised with volunteers to deliver and put up the tree. The Parish Council requested that the tree should be no higher than 4 meters.

2211_[9] KINGS CORONATION

Cllr Box volunteered to arrange plans for the King’s Coronation on Saturday 6th May 2023.

2211_[10] WARM SPACES

Cllr Box volunteered to trial a Thursday morning event at the village hall as a warm space activity.

RESOLVED: Date of next meeting: Tuesday 13th December 2022, 7.30pm

There being no further business, the Chairman closed the meeting at 21:30
