Minutes of Parish Council Meeting: 8th March 2022, 7:30pm


Present: Councillors: Jon Sebright (Chairman), Sara Box, David Cottis, Stephen Marsh, Helen Neary and Philip Warden
Also Present: District Councillor David Wood, Clerk: Philip Edwards

Held at: 7.30pm on Tuesday 8th March 2022 at Temple Cloud Village Hall.


2022-03_1. PUBLIC PARTICIPATION SESSION

Dst Cllr Wood gave an update on:

  • Fly tipping statistics: Fines issued have tripled in quantity and incidents have reduced.
  • Litter being thrown from a car on he A37 was witnessed, reported to B&NES and a fine issued.
  • Pollution figures for 2021 were reduced from previous years.
  • A meeting with the land owner has been arranged to discuss the pedestrian route from Temple Cloud Garage to Cameley.
  • £10,000 has been secured to study installing average speed check cameras along the A37 in Temple Cloud.
  • Traffic on Nanny Hurn’s Lane has been reported as reduced since GPS companies were contacted.
  • Curo have agreed to repair the fence on Greyfield View behind Goldney Lane. B&NES are looking into renewing the strip lighting and adopting the pavement that is in need of repair.
  • The toad patrol season has ended, figures are being produced on how many toads have been saved.

2022-03_3. DECLARATION OF INTEREST

There were no requests of dispensations or any declarations of disclosable pecuniary or personal interests.

2022-03_4. CONFIRMATION OF MINUTES

RESOLVED: That the minutes of the meeting of the Parish Council which took place on Tuesday 8th February 2022 were approved as an accurate record and signed by the Chairman.

2022-03_6. CLERK’S REPORT

  • The defibrillator box at the garage has been repaired and correspondence relating to an incident of use has been forwarded to the Parish Council.
  • The defibrillator pads for the school have been replaced with a new set with a four year life span.
  • Repairs to the village hall heating are booked for completion on 9th March.
  • The village hall fire risk assessment has been undertaken with a report to be received.
  • The village hall guttering has been repaired.
  • The Clerk attended the B&NES webinar on the Local Plan briefing.
  • RESOLVED: To renew the Hallmaster booking service £187 +VAT for year.
  • RESOLVED: To proceed with a quote for a cladding repair to the village hall upper circular window, £546.12 +VAT

2022-03_8. FINANCE

  1. RESOLVED: payments to approve listed on ‘2022-03 PCM: Finance Reports’ (see appendix)

  4. RESOLVED: Approval to set up regular direct debit payments with HMRC to cover PAYE payments. The Clerk will set these up via the HMRC account each time a payment is planned.

2022-03_9. JUBILEE PLANNING

Ideas and plans for the Queen’s Jubilee Celebration were discussed.

2022-03_10. PUMP TRACK

A report was received on progress and further action on fundraising for the pump track.

The grant application to Tesco was reported as successful and will be promoted in the Longwell Green, Keynsham and Saltford Rd stores with voting taking place in-store from the first week of April 2022 and continuing until 30th June 2022.

2022-03_11. STAFF AND SALARY REVIEW

RESOLVED: To enter a confidential session and exclude the press and public due to the confidential nature of the business to be discussed: HR matters.

The council received a report from the HR working party on the Clerk’s appraisal and thanked the Clerk for exemplary service over the past 2.5 years since taking the post.

RESOLVED: To award an increase of salary scale to SCP21 to be backdated from 1st October 2021 for the Clerk. Approval was given for the Clerk to arrange payment in line with payroll before the year-end.

RESOLVED: Approved: An annual one point scale increment from April 2022 to SCP22 in accordance with the Clerk’s contract of employment.

RESOLVED: Approved: A one point salary scale point increase to SCP4 for the village operatives from April 2022 in view of the 2021/22 increase in the Real Living Wage.

RESOLVED: Date of next meeting: Tuesday 5th April 2022, 7.30pm
