Minutes of Parish Council Meeting: 21st February 2023, 7:30pm


Councillors Present: Sara Box (Vice Chairman), David Cottis, Helen Neary, Jon Sebright, Philip Warden (Chairman) and Mark Wilson
Also Present: Andrew Kirkby, co-opted as a new councillor during the meeting
Also present: Philip Edwards (Clerk)


2302_[1] PUBLIC PARTICIPATION SESSION

There was no participation from members of the public.

2302_[2] APOLOGIES FOR ABSENCE

Apologies for absence were received from Jon Elford and Stephen Marsh

2302_[3] DECLARATIONS OF INTEREST

There were no declarations of disclosable pecuniary or personal interests

2302_[4] CONFIRMATION OF MINUTES OF PREVIOUS MEETING

RESOLVED: The Parish Council meeting minutes of Tuesday 10th January 2023 were confirmed as an accurate record and signed by Chairman.

2302_[5] REPORTS

(a) Chairman’s Report

  • A report was received from the Chairman. The Chairman reported he was working to make progress on the war memorial

(b) Clerk’s Report

  • Noted – A new web hosting provider was currently being set up with local provider Soltech IT to reduce costs with improved services.
  • Noted – correspondence shared with council members listed in appendix. An email regarding coronation mugs was highlighted, along with alternative suppliers. The council recommended that mugs could be considered for children in the parish subject to numbers. The clerk was asked to set up a registration of interest form to gauge interest and numbers.

(c) Members Reports

  • The Clerk reported that he had attended the BANES planning consultation event regarding the Local Plan on behalf of the council.
  • Noted – Chew Valley Area Forum, 23/2/23, 18:00 via zoom
  • Noted – the next parish liaison meeting is 15/3/2023,18:30 in Keynsham
  • Noted – Councillors have been invited to a forum regarding the PCC’s police and crime plan priorities on 22nd Feb, 17:00 in Keynsham

(d) Pump Track Report:

  • The Clerk reported on ongoing communications with BANES planning department to action a planning decision regarding the pump track. This application decision had been repeatedly promised but not delivered. The relevant correspondence had been shared with councillors. The Clerk reported that he had sent a request to speak with the head of planning to discuss the impact on the community and the project caused by delays in sending the planning decision. The Clerk reported that he had asked for support from District Councillor David Wood to request that the planning decision be issued from the planning department as a matter of urgency.

2302_[8] CO-OPTION OF NEW MEMBER

This item of business was moved by the Chairman to just before item 2302_[5] REPORTS

RESOLVED: Co-option of Andrew Kirkby to the parish council.

The declaration of office was signed in the presence of the Clerk

2302_[9] MAY 2023 ELECTIONS

Voting ID – It was noted that on Thursday 4 May 2023 local elections are taking place in Bath and North East Somerset. Changes to legislation mean that voters would need to show photo ID when voting in person at a polling station. Details had been posted on the website. (See appendix)

Details and a timetable for standing for election at the Parish Council elections in May had been posted on the website. The Clerk gave a report to councillors regarding an election briefing, nomination forms and procedures for the election. (see appendix)

Recruitment of New Councillors to stand at election:

It was highlighted that the Parish Council need members of the public to stand for office to fill vacancies. Any members of the public interested can view details online or contact the Clerk. The Clerk had posted notices on the notice boards and on facebook.

2302_[11] CAMELEY PLAYING CHARITY ANNUAL MEETING

It was noted that the Cameley Playing Field Charity annual meeting would take place immediately after the Parish Council meeting.

There being no further business, the Chairman closed the meeting at 20:47
