Minutes of Parish Council Meeting: 12th Oct 2021, 7:30pm

2021-10_1. PUBLIC PARTICIPATION SESSION

Questions and comments were received from a member of the public regarding the village shop.

2021-10_2. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr Cass and Cllr Warden

2021-10_3. DECLARATION OF INTEREST

There were no requests of dispensations or declarations of disclosable pecuniary or personal interests in accordance with the PC Code of Conduct

2021-10_4. CONFIRMATION OF MINUTES

RESOLVED: The minutes of the meeting of the Parish Council which took place on Tuesday 14th September 2021 were approved as an accurate record and signed by the Chairman.

2021-10_5. DOUBLE YELLOW LINES PROPOSALS

Feedback to BANES regarding proposals for double yellow lines.

The Parish Council reviewed correspondence received from members of the public regarding double yellow lines.
The Parish Council reviewed feedback from Dst Cllr Wood regarding feedback from members of the public about double yellow lines.
The Parish Council reviewed feedback in a Facebook poll regarding double yellow lines.
The Parish Council raised the question, to be checked by the Clerk: If BANES has not adopted the Brandown Close road, can BANES enforce double yellow lines in this area.

RESOLVED: The Parish Council will feedback to BANES that it is broadly in favour of supporting the proposal to reduce double yellow lines on Temple Inn Lane with the purpose of reducing parking in other areas, such as Brandown Close and improving road safety by slowing down traffic. The Parish Council would request confirmation from BANES that the proposed design considers large lorries traveling on this road to Marsh Lane Industrial Estate and that large lorries have room to safely pass any additional parked vehicles without the risk of mounting the pavement.

RESOLVED: The Parish Council will feedback to BANES that it is not in favour of adding further double yellow lines on Brandown Close. This may be reviewed in the future after monitoring the effect of creating additional parking spaces on Temple Inn Lane.

The Chairman gave an update on council activities.

Village Hall:

  • A cleaner has been appointed on a self-employed basis for the village hall.
  • RESOLVED: To renew the annual Cameley School village hall hire arrangement of £300 for up to 75 hours during the 2021-22 school year

2021-10_10. POLICIES FOR REVIEW

2021-10_11. LOCAL COUNCIL AWARD SCHEME

The Clerk has completed the supporting evidence required for the foundation level local council award scheme.

RESOLVED: The Council confirms by resolution that it recognises its duties in relation to bio-diversity and crime and disorder and that all documentation and information is in place for the foundation level of the local council award scheme.

2021-10_12. PUMP TRACK

Noted: The pump track working party reviewed the selected pump track tender application. In accordance with the Parish Council resolution, Velosolutions were notified of their successful selection as the preferred shortlisted supplier. It was highlighted to the supplier that this was subject to successful grant applications by the Parish Council.

Noted: Grant applications were being reviewed to support the pump track.

2021-10_13. TEMPLE CLOUD SHOP AS AN ASSET OF COMMUNITY VALUE

The Parish Council will consider supporting a submission from the community to nominate the Temple Cloud Shop as an asset of community value. This is subject to members of the community preparing and proposing a completed application form. The Parish Council may then consider the application for forwarding to BANES. The Parish Council would highlight that the community would need to consider a credible plan to raise the funds to buy the shop if it came to market and that this would not be undertaken by the Parish Council.

The Parish Council requested the Clerk to contact members of the public who had submitted correspondence to see if they would like to be in touch with each other to form a group to work on a proposal.

2021-10_14. TRAFFIC MIRROR FOR GILLETS LANE

A request to install a road safety mirror on the Cameley Green for vehicles/ambulances exiting Gillets Lane was reviewed.
