Please find attached the Informal Consultation Report for the latest proposals within the North East Somerset area review 23-011, which contains proposals for new parking restrictions or amendments to existing ones which had been requested over the past year.
For information, parking restrictions can only be introduced on the public highway with the support of a Traffic Regulation Order (TRO). The TRO is the formal enactment that provides the legal basis for the future enforcement of the parking restrictions by our Civil Enforcement Officers.
The process that must be followed to establish a TRO usually takes several months to complete and includes consultation with interested parties (often including local residents and businesses), the public advertisement of the proposals and the consideration of any objections.
A parking restriction TRO is also relatively expensive to promote, costing around £4,500 each, irrespective of the type and length of the parking restriction that has been requested. For cost and resource efficiency purposes, therefore, requests for parking restrictions are incorporated into area-based reviews. There are 7 distinct areas in Bath and North East Somerset, which are North West Bath, South West Bath, North East Bath, South East Bath, Central Bath, Keynsham & Saltford, and North East Somerset (which includes areas such as Peasedown St John, Paulton, Midsomer Norton etc), these are reviewed on a rolling programme.
Please find attached the TRO report for proposals within the North East Somerset area. This report has been approved by the Traffic Management & Network Manager. Please can you email me back with any comments that you wish to make or if you have any queries within the next 10 working days so that I can pass these onto the Cabinet Member for Transport. If approved the next stage will be a 21 day public consultation, where notices are placed in the press, on-site, on our website and documents held on deposit at our 3 One Stop Shops for inspection.
The purpose of sending this report to Parish Councils at this stage is for you to review the proposals put forward and to give you an opportunity to comment or request that they are amended or removed before the report is then sent to the Cabinet Member for Transport for comment, followed by the Director of Place Management, who makes the decision on whether the proposals progress onto public consultation. Additional requests for restrictions would need to be included within the next area TRO.
