Councillors Present: Sara Box (Chairman), Andrew Kirkby, Jon Sebright and Mark Wilson (Vice Chairman)

Also Present: Philip Edwards (Clerk), David Wood (BANES District Councillor) and eight members of the public


2409_[1] PUBLIC PARTICIPATION SESSION

  • Public participation contributed by members of the public covered:
    • Question regarding size and dates for the installation of the football goals, which the Clerk reported that U11/12 goal posts had been installed during the day.
    • Concern regarding environmental health and rubbish linked to a planning application
    • Feedback and questions regarding traffic and pollution on the A37. Dst Cllr D Wood reported on action being taken by BANES and the implications of other agencies involved including the police and highways. It was noted that volunteers from the community would be required to consider a speed watch team.
    • Hire of the playing field by Clutton AFC and installation of further goals. The Parish Council supported hire of the field by Clutton AFC and the Clerk agreed to put in a further grant application for additional U9/10 goal posts.

2409_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Tuesday 16th July 2024 were confirmed as an accurate record and signed by Chairman.

2409_[5] Chairman’s Report

  • A report was received from the Chairman

2409_[6] Clerk’s Report

  • A report was received from the Clerk covering:
    • Position of goal posts had been marked out and installed with the contractor
    • Emergency planning template from BANES has been emailed to councillors. The Clerk agreed to make a start on the plan template for review of the council
    • The police had investigated and resolved the vandalism to the village hall notice board and railings
    • P Warden has resigned from the council.
    • There were current vacancies on the council and members of the public were encouraged to join the council
  • Noted: correspondence shared with council members listed in the appendix.

2409_[7] Members Reports, Responsibilities and Meetings Attended

  • A report was received from Cllr Sebright regarding attendance at the flower show.

2409_[8] Ward Councillor’s Report

  • A report was received from BANES District Cllr David Wood which covered:
    • BANES were pushing back against a new housing target that had increased by 104%
    • The local plan would require additional work and has been put back six months following the new housing targets
    • A community consultation had taken place regarding a proposed Solar Farm towards Stowey
    • A Local Neighbourhood plan and funding was being considered by WECA to include a package of interventions for Temple Cloud, including an extra crossing, measures to reduce speeding in Temple Bridge and Marsh Lane and better footpath networks.
    • Pollution figures for 2024 were being reported as compliant, which would be the first time since records began.

2409_[9] Village Hall and Open Spaces Reports

  • A report was received on any updates regarding the village hall and open spaces. The decorating of the village hall foyer and kitchen had been completed and the Clerk had purchased new door handles and kick plates for installation.
  • The council agreed they would like to offer the village hall as a warm spaces facility for suitable groups, but that this would require members of the community to run such a group.

Payments and Income (see appendix 2024-09 Finance Reports)

  • RESOLVED: payments to approve as listed in finance reports.
  • Noted: finance reports including payments, income and bank reconciliation

2409_[11] PLANNING APPLICATIONS

Application Reference24/03342/FUL
Application Address: Cranmore View , Main Road, Temple Cloud, Bristol, Bath And North East Somerset, BS39 5DD
Proposal: Erection of single storey rear extension following demolition of conservatory. Duo-pitched tiled roof to match existing and rendered walls to match existing.

RESOLVED: The Parish Council SUPPORTS this application. The Parish Council had been made aware of concerns from residents regarding waste on the property and potential environmental health issues. The Parish Council would like to bring this to the attention of the planning officer for consideration.

2409_[12] POLICIES FOR REVIEW

  • RESOLVED: The council reviewed the Health and Safety policy and the ongoing recommendations for use of professional services.
