There was no public participation contributed by members of the public.

2401_[2]  Apologies for Absence

Apologies for absence were received from Cllr Andrew Kirkby

2401_[3]  Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2401_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Tuesday 12th December 2023 were confirmed as an accurate record and signed by Chairman.

REPORTS AND RESPONSIBILITIES

2401_[5] Chairman’s Report

  • Christmas Tree: The Chairman thanked all the volunteers who helped with the Christmas tree including:
    • Richard Jordan from Cam Bridge Barn for gifting the Christmas Tree
    • Neil and Bev from Old Court Temple Cloud for providing electricity for the lights
    • Paul and Morgan from Paul’s Tree Services for cutting down, delivering, dressing and removing the tree
    • Jon Sage for erecting and removing the tree and tree base
    • Dave Wood for arranging and coordinating the volunteers and event
    • Philip Edwards for helping dressing and removing the tree

2401_[6] Clerk’s Report

  • A report was received from the Clerk
    • Approved: SLCC subscription renewal at £146
    • Nationwide had requested further identification for savings account. Members had been given details.
  • Noted: correspondence shared with council members listed in the appendix.

2401_[7] Members Reports

Cllr Wilson reported on a grant application proposal from Rockaway Park for footpaths and community garden areas that would require support from the Parish Council to submit. The Parish Council had no objection to Cllr WIlson proceeding with a grant application.

2401_[8] Ward Councillor’s Report

Apologies for absence were received from BANES District Cllr David Wood

2401_[9] Pump Track and Playing Field

Noted: A spring in playpark gate was broken. The council supported the suggestion to fix the spring with a retail gate spring.

2401_[10] Village Hall

Reviewed: formation of a working party to update action plan for the village hall including marketing plans for the year. Cllr Sebright offered to arrange dates for a meeting.

2401_[11] BUDGET AND PRECEPT

  1. RESOLVED: To set the budget for 2024/25 with budgeted expenditure of £51150
  2. RESOLVED: To set the precept for 2024/25 at £42769

2401_[12] FINANCE

Payments and income – see appendix 2024-01 Finance Reports

  1. RESOLVED: Approval of the salary sacrifice scheme first resolved Jan 2020 (ref 19/20_ 149) with contribution details specified in the contract letters dated 27/10/23 and 16/1/24.
  2. RESOLVED: Approval of regular payment of pension contributions to HL by regular bank payment. A direct debit mandate was signed by two members.
  3. RESOLVED: payments to approve as listed in finance reports.
  4. Noted: payments and Income
  5. Noted: Bank reconciliation
  6. Noted: Year to date spend
  7. RESOLVED: Confirmation of bank mandates: All current councillors to be signatories for Unity and Nationwide bank accounts and all ex councillors to be removed from all bank accounts.
  8. RESOLVED: adding Clerk as signatory to Nationwide savings accounts to allow online access to bank statements. (These accounts only allow payments to the council current account.)
  9. Noted: Nationwide has requested further confirmation of signatories for new savings account. Details have been given to members.

2401_[13] PLANNING APPLICATIONS

RESOLVED: Application Reference23/04601/FUL
Application Address: Swift Barn, Eastcourt Road, Temple Cloud, Bristol, Bath And North East Somerset, BS39 5BX
Proposal: Erection of timber store on an area of hard standing and partial retrospective approval for type 1 access track (Resubmission).

Parish Council Response: The Parish Council supports this application
