2309_[4] Confirmation of Minutes
RESOLVED: The Parish Council extraordinary meeting minutes of Tuesday 5th September 2023 were confirmed as an accurate record and signed by Chairman.
2309_[5] Co-option of new Council Member
There were no applications for co-option. Members of the public are welcome to apply to become members of the council.
REPORTS AND RESPONSIBILITIES
2309_[6] Chairman’s Report
- The Chairman thanked councillors present at the Clutton Flower Show for representing the council.
- The Chairman reported that Temple Cloud in Bloom were celebrating 10 years since they first proposed forming in September 2013 and approached the Parish council with a proposal to set up planting containers in various spots around the village in an attempt to make Temple Cloud look attractive to those driving through as well as the residents of the village. The Parish Council were very happy to back the proposal and offer funding and have continued to do so to this day. The Chairman and Parish Council would like to publicly recognise and express appreciation on behalf of the community for all the work and dedication of all the volunteers since forming. In January 2014 the group held their first meeting to plan a way forward. These first volunteers are still the ones you see today in their turquoise tee shirts planting, weeding and cleaning the various areas extended now around the village. The work of Temple Cloud in Bloom is greatly valued and significantly enhances the village.
- The Chairman thanked Sandra Blair for founding and leading Temple Cloud in Bloom and Beccy Angell for taking over and leading Temple Cloud in Bloom.
2309_[7] Clerk’s Report
- Noted: correspondence shared with council members listed in the appendix.
- RESOLVED: The council have no objection to use of the village hall car park for church meetings. (Ref email from member of the public to councillors sent 20/07/2023, 19:12)
- Noted: correspondence from a member of the public shared by email 6/9/23 with the council about the possibility of running a club on the pump track. The parish council expressed the preference for a detailed proposal and noted possible considerations such as exclusive access, funds raised by public donations and reviewing the balance between maintaining an ethos of unrestricted use versus meeting the needs of clubs and providing training and organised events.
- A notice of vacancy following the resignation of Cllr Helen Neary was posted on 1st Sept 2023. The Chairman thanked Cllr Neary at the extraordinary meeting on 5th Sept for all her hard work over the years and especially for her work towards the pump track.
- Brandown Close estate management and BANES had been contacted regarding cutting back the hedge blocking the Brandown Close public footpath. The clerk has been informed that a tree surgeon has been booked to complete this work and it appeared that this work had been carried out. The estate management has been notified of residents’ preferences regarding the height of the hedge and asked to consult with residents regarding any work on the height.
- The condition of the hedge about 200m down from the pub on Temple Inn Lane was discussed and the council requested that the Clerk report this to BANES via fixmystreet.
- To report: The scheme of delegation for exception circumstances was applied by the Clerk in consultation with the Chairman to approve urgent repairs of the ride on mower, estimated cost of £550 to £580 to protect the interests of the community and ensure council business continuity. It was considered an exceptional circumstance because to delay for a council meeting to approve the repair could have potentially increased council costs by a significant amount. The remaining annual budget available for mower repairs was £737 at time of repair.
2309_[8] Members Reports
Cllr Kirkby reported on a disability learning event being promoted by the police on Monday 2nd October 2023 1pm to 5pm Online and in-person. The police are inviting: Disabled people including people with learning disabilities, Neurodiverse people, Support workers and unpaid carers, Community Leaders To talk to the police about: Your experiences with the police, Your thoughts about how the police can help, Your ideas on how to make things better.

2309_[9] Ward Councillor’s Report
- Apologies for absence were received from BANES District Cllr David Wood
2309_[10] Pump Track and Playing Field:
- The replacement zip wire seat had been ordered and should be delivered in time for the pump track party.
- The pump track pump is broken. A warranty repair has been requested from Velosolutions.
- Noted: Updates regarding the pump track party on 23rd Sept.
- There were no changes requiring approval to the latest version of the pump track party health and safety documents. The council was advised that the rocket car display may need a risk assessment. (Councillors: Refer to onedrive shared folder link emailed to councillors on 31/08/2023, 14:46)
2309_[11] Village Hall
- The village hall gutter that was leaking above the entrance had been repaired by the village operative with bitumen flash band tape on the internal side of the metal gutter.
- A new smoke alarm for the Hall had been fitted.
- RESOLVED: Approval of the PAT testing risk assessment.
- The council noted that a separate risk assessment for hiring the hall should be completed.

The Parish Council would like to highlight that the proposal appears to have a tiled roof over the side door that may cause vehicle access problems on the Playing Field Lane.
The Parish Council would request that further investigation be taken to ensure that larger higher vehicles are not impeded by the possible overhanging canopy extending out from the building. The lane is used by residents for residential access to existing properties and for access to the playing field by vehicles including larger and higher vehicles, council maintenance vehicles and emergency services.
The Parish Council would also recommend that the position of the original boundary lines of the property are checked to ensure that the current garden wall and planning proposals have not breached the original boundary.
