Minutes of Parish Council Meeting: 18th April 2023, 7:30pm


Councillors Present: David Cottis, Andrew Kirkby, Jon Sebright, Philip Warden (Chairman) and Mark Wilson
Also Present: Philip Edwards (Clerk)


2304_[1] PUBLIC PARTICIPATION SESSION

There were no members of the public present for the public participation session.

2304_[2] APOLOGIES FOR ABSENCE

Apologies for absence were received from: Sara Box, Jon Elford, Stephen Marsh and Helen Neary

2304_[3] DECLARATIONS OF INTEREST

There were no declarations of disclosable pecuniary or personal interests.

2304_[4] CONFIRMATION OF MINUTES OF PREVIOUS MEETING

RESOLVED: The Parish Council meeting minutes of Tuesday 14th March 2023 were confirmed as an accurate record and signed by Chairman.

2304_[5] REPORTS

(a) Chairman’s Report

  • The Chairman gave an update on progress of research for the War Memorial

(b) Clerk’s Report

  • The uncontested election results had been posted online. There would be one vacancy in May which could be filled by co-option
  • Further repairs had been completed on the playground fence
  • Noted: correspondence shared with council members listed in appendix.
  • RESOLVED: The council decided to trial allowing an uncut natural grass growth area on the verge between Eastcourt Rd and Temple Bridge, with only the edge of the footpath mowed.

(c) Members Reports

  • There were no reports from council members on responsibilities or attendance of outside bodies.

(d) Pump Track Report:

  • RESOLVED: Approved: Order of bike stand, pump and tools for the pump track
  • RESOLVED: Approved: proposal to use tarmac as the material for the access path.
  • RESOLVED: Approved: The route of the access path from the car park to the pump track, running alongside the current Costwold gravel path
  • RESOLVED: Approved: the proposed wild flower planting scheme.
  • Noted: A scheme for tables and benches had been requested from Velosolutions. It was noted that any remaining funds could be considered for use to support the purchase of tables and benches.
  • Ideas to open up the village hall for pump track refreshments were reviewed.
  • The Clerk would notify the police of the new pump track plans.

2304_[6] FINANCE

Payments and income – see appendix 2023-04 Finance Reports

  1. RESOLVED: payments to approve as listed in finance reports, which included the set up of a direct debit and pre paid debit card with an initial £30 float for the village operative to buy petrol for the mower.

2304_[7] ANNUAL INTERNAL AUDITORS REPORT

  1. RESOLVED: The 22/23 internal auditor’s report was received and approved
  2. To implement the internal auditor’s recommendations:
    • RESOLVED: To update the financial regulations to include an annual review of regular bank payments rather than a two-yearly review
    • RESOLVED: To update the risk management scheme to specify and minute an annual review of both the asset register and the council insurance requirements
    • RESOLVED: To set a de minimis level on the asset register of £250.

RESOLVED: Approved by the council: The Annual Governance Statements 2022/23 prepared by the Clerk, signed by the Chairman of the meeting and the Clerk

RESOLVED: Approved by the council: The accounting statements 2022/23 prepared and signed by the RFO, signed by the Chairman of the meeting.

2304_[10] DATES FOR THE EXERCISE OF PUBLIC RIGHTS

RESOLVED: The dates of the period for the exercise of public rights: commencing on Monday 5 June and ending on Friday 14 July 2023

2304_[11] CONFLICTS OF INTEREST WITH BDO LLP

RESOLVED: That were are no conflicts of interest with the external auditor BDO LLP. BDO form signed by the Clerk and Chairman of the meeting.

2304_[13] CORONATION PLANS

Ideas for a coronation bench were reviewed. (ref email sent to council members 29/3/2023). Cllr Wilson declared a declaration of interest when it was suggested that suppliers at Rockaway Park may be able to produce a tailor-made bench. Cllr Wilson did not participate in the council vote on this item of business.

RESOLVED: Approval to purchase a tailor-made bench from Rockaway Park for a budget of up to £500 with a design to be emailed to councillors.
